Register as an Operator
Operators of hotels, motels and many similar establishments in British Columbia must apply for registration under the Hotel Room Tax Act before commencing business. The following information will help you to determine if you need to register.
If you develop or sell accommodation under time-share agreements, please contact us to confirm the correct application of tax.
Who Must Register as an Operator? |
If you offer or sell four or more units of accommodation that is subject to tax under the Hotel Room Tax Act, you must register as an operator.
Accommodation that is subject to tax includes lodging in
|
|
hotels, motels, resorts, cabins, and similar establishments |
|
lodging houses, boarding houses, bed and breakfast establishments, and rooming houses |
|
boats and ships moored at one location for the duration of the guests' stay |
|
hostels and dormitories |
|
clubs and similar places, whether or not membership is required for the lodging |
|
privately-owned units (e.g., chalets, condos, cabins) sold by a private management company |
where the operator offers four or more units of accommodation. For hostels and dormitories, this means four or more beds for rent.
You do not need to register if you are a tourism agent or if you sell only exempt types of lodging (see Exemptions for more information).

To register, you must complete an Application for Registration as an Operator form (FIN 430). You can get and send us this form in several ways:
- OneStop Business Registry: This website allows you to register with us and other provincial, federal and municipal agencies at one time. You can do the most commonly required business registrations and transactions from your home, office, or a OneStop kiosk. Please visit bcbusinessregistry.ca or call toll-free 1-877-822-6727 for more information.
- Complete the online version of the form and send it to us electronically
- Complete the fillable form on-screen, print, and mail or fax it to us:

- Pick up or deliver a form to us in person at a ministry office, one of our branch offices or Service BC – Government Agent locations.

If your application is complete and you are eligible, we will assign a registration number and send you a registration certificate, along with information you require concerning Hotel Room Tax.
