What is the ICE Fund Levy used for?

The ICE Fund Levy is used to support clean energy initiatives, as part of the BC Energy Plan. I am a home heating oil supplier and I currently do not charge PST to my residential customers. Do I charge them the ICE Fund Levy?

Yes. You charge the ICE Fund Levy to residential customers. The PST exemption for electricity, natural gas, propane and fuel oil used for residential purposes does not apply to the levy.

How do I calculate the levy?

You calculate the levy as a percentage on the purchase price of the energy product sold before the PST or the carbon tax is added. This means that the 0.4 percent levy is not charged on either the PST or the carbon tax. It is only charged on the purchase price of the energy product you are selling.

My system will not allow me to separate the ICE Fund Levy on my bills. Can I combine the PST and levy on my bills?

Yes. You may combine the ICE Fund Levy with the PST, as long as you state on the bill that the PST charge includes the Innovative Clean Energy Fund Levy calculated at 0.4% of the purchase price.

Do I need to charge the levy on biodiesel or biofuel blended with heating oil?

Yes. The levy applies to biodiesel or biofuel blended with heating oil. However, the levy does not apply to 100% biodiesel.

What does the grid propane include?

Grid propane includes propane sold on a grid system that includes communities such as Big White, Kicking Horse, Granisle, Panorama, Port Alice, Revelstoke, Silver Star, Squamish, Sun Peaks and Whistler.

Do I pay the levy on gas for my car?

No. The levy does not apply to fuels used for transportation purposes.
