Partnerships Funding Program

The Partnerships Funding Program is a vehicle for the Ministry of Small Business and Revenue to consider financial partnerships for projects that address the small business priorities identified by the Small Business Roundtable, and that further the goals and objectives of the ministry.

Small business organizations and partners are encouraged to submit applications to the Partnerships Program for projects related to one or more of the following small business priorities:

  1. Human Resources, Education and Training (recruitment and retention of skilled labour, development of entrepreneurship skills)
  2. Regulatory Reform and Competitive Tax Structure (clarification of regulatory requirements)
  3. Economic Growth (opportunities in value added sectors, tourism, and 2010 Olympic opportunities)
  4. Small Business Specific Issues (marketing, access to financing, and succession planning)

Application Process

Applications for funding must be in writing and include the following information:

  • Partnerships Funding Program priority (priorities) addressed by the project
  • Clear statement of the project objectives, a detailed budget, and a description of deliverables, timelines, and reporting commitments for the project
  • Clear discussion of the benefits the program provides to small business and the business sector or regional area(s) in which the benefits will be delivered
  • Name(s) of one or more contributing partners from the private sector with a mandate to support small business, and the amount and nature of each partner’s contribution. Funding partners may be private, public, or not for profit organizations or agencies. Partner support may be financial or in-kind and
  • Name of a small business organization accountable for managing the partnership project funding.

Timelines and Funding Amounts

Applications and funding amounts will be considered on a case by case basis. Preference may be given to proposals with multiple funding partners, that demonstrate long term financial sustainability, or that benefit a broad range of small business operators across the province.

Funding will not be provided for awards or events, projects that amount to business subsidies or that duplicate existing government programs, or long term projects that do not demonstrate strategies for independent financial sustainability.

Applications for the Partnerships Funding Program must be submitted at least three months before the funding is required. Written applications may be submitted by mail, facsimile, or email.

SBR is committed to responding to funding requests within 30 days from the date all required information and documentation is received.

Mobile Business Licence Project

The Government of British Columbia has embarked on the Mobile Business Licence project as part of its effort to make the province the most small business friendly jurisdiction in Canada.

The Ministry of Small Business and Revenue leads the Mobile Business Licence project and is working in partnership with local governments, the Union of British Columbia Municipalities, the Ministry of Community Development and key stakeholders to expand existing and introduce new Mobile Business Licence agreements in British Columbia.

Goals of the Mobile Business Licence include:

  • making it easier for businesses to operate where their services are needed
  • reducing the administrative burden on municipalities and business
  • increasing compliance with municipal  business licence bylaws
  • improved information flow between municipalities and their ability to monitor compliance

Beginning in January 2008, 17 municipalities in the Okanagan-Similkameen agreed to pilot the Mobile Business Licence. An interim review of this pilot project has been completed and is available here.
